How To Disable the Records/Transcript Feature

This can be achieved my editing the System Role the learners are using. 
 
You can do this by navigating to Manage > USERS > ROLES > System Roles, and for example of the users are using the role 'Learner', you can set the feature Records/Transcripts from UNRESTRICTED to NO ACCESS, this will then remove the feature from the users navigation bar so they will be unable to access this page
